How? You don't lend a gun to a bank robber do you? You don't let a pedophile take your child out for the day somewhere do you? Well ... you don't allow spammers to use domains for the purpose of committing a crime either. Spammer's use domains just as a bank robber uses a gun. If someone is spamming with a domain name, registrars should be required to seize all domain names owned by the spammer provided that it is clear that it's not a vengeance act against an innocent site. ICANN needs to put a system in place so that spammers can't register domain names again. Now some registrars, like joker, do take a tough stand on spammers and will seize the domain name but ICANN needs to have some better rules other than if the domain name has fake whois info. That is because many spammers use a PMB (personal mail box) to protect themselves and their domains. Bank robbers use masks also.
