I've seen many Geocities pages and was annoyed that you couldn't use frames but I must admit it is a very professional and well-designed layout. Why only three stars? I think that users bad at HTML don't want a set design page yet don't want to start from scratch. I also think the Blank Page Designer, although not hard, is not clear enough for some beginners. The help you get on the site is average. That's why I rate Geocities a C and rate it for intermediate users and up.
